Head up on deck. Go into the bridge to find Al Bhed Primer Vol. V. Then try going to the upper level. Lulu and Wakka are here. In order to hear their whole conversation you'll need to keep going upstairs until their conversation is over. You'll know its over when you can actually go all the way up the stairs.

Then go down and examine the blitzball to start the Jecht Shot Challenge. (You may want to save before doing this because you'll only have one shot at this.) To play move the analog stick towards the words on the screen and hit the X button. If you successfully do this 11 times Tidus will learn the Jecht Shot move in Blitzball.
