In Nalbina Fortress you should encounter a Seeq that runs frantically around town talking to lots of people. His name is Jovy. When you start killing marks for the inhabitants of the fortress you will see Jovy every time you return for your bounty. He always runs away before you can talk to him. The first step in figuring out what Jovy's after is to complete the following hunts: "Trouble in the Hills", "Adding Insult to Injury", "The Creature Collector", "Dead City Watch", and "Carrot Stalk".

Once you've completed all five hunts look for Jovy in Nalbina's West Ward and speak with him. He'll tell you about his hero and give you an Elixir and a Knot of Rust.
