This quest is available after receiving the Dawn Shard and the first part MUST be completed before setting foot into the Mosphoran Highwaste. At Nalbina Fortress there are two Imperials guarding the entrance to the Highwaste. There's a woman named July crouching nearby watching the guards. When you approach the guards you learn that one of them intensely hates chocobos. (It's also fun to note that if you rearrange their names just a bit you get Biggs and Wedge.)

Now it's time to play on their weakness. Hop over to the chocobo stables and rent one from Gurdy. Then ride it over to the guards to cause some mischief. July thanks you for the help and tells you to look her up in Archades when we get there.

When the story progresses to Archades go to the Magick shop in the Molberry district to find July. She rewards you with a Salamand Halcyon for the earlier assistance.
